About us

DHA was established in 1988 following passage of the Defence Housing Australia Act 1987 (DHA Act) to provide adequate and suitable housing for, and housing related services to, members of the Australian Defence Force (ADF) and their families. We remain committed to our purpose of providing housing, and housing related services, to ADF members and their families to support Defence’s operational needs.  

DHA manages an expanding portfolio of housing solutions and provides housing for over 17,200 ADF members and their families and administers rent allowance for more than 16,000 ADF members and their families in private rental accommodation. DHA provides housing related services advising on eligibility, providing posting support, and managing bookings and allocation services for all DHA provisioned housing and on-base accommodation to approximately 60,000 ADF members.

About your team

The Human Resources (HR) Branch are responsible for delivering high-quality human resource outcomes across DHA from strategy and policy development through to implementation and service delivery. The team directly supports DHAs strategic objectives and organisational success through the design and delivery of HR strategies and initiatives and business activities.  We partner with stakeholders to:

  • Deliver HR services in the end-to-end employee lifecycle, including recruitment, remuneration and conditions, case management, and general employment matters.
  • Support DHA to have the right capabilities now and into the future, through workforce planning, learning and development, and performance management strategies and frameworks.
  • Develop and implement initiatives to build a positive and inclusive workplace culture that values the diversity of our people and promotes high performance and engagement.

About the role

The Organisational Development Manager provides strategic leadership and operational oversight of HR functions, including diversity, equity and inclusion, workforce management and planning, workforce strategy amongst other things. This role ensures HR initiatives align with organisational objectives, workforce planning priorities, and APS policy frameworks.

As a key senior HR leader, the Organisational Development Manager drives continuous improvement in HR service delivery, oversees budgetary and resource allocation, and ensures compliance with legislation and policy. The role requires high-level stakeholder engagement, collaboration with senior executives, and contribution to the development of workforce strategy and policy.

This position is based in Canberra, Australia. However, consideration will be given to suitably qualified candidates located in other DHA office locations, where operational requirements can be met.
